In the current geopolitical landscape, marked by Russia’s war against Ukraine and new challenges to European security and cooperation, the role of pan-European institutions has become more crucial than ever. At the Conference on the Future of Europe in May 2022, President Macron proposed the creation of a new “European Political Community.” However, instead of establishing new structures, this lecture argues for revitalizing the Council of Europe, which already brings together 46 member states. Drawing lessons from the decisive role it played in fostering European integration after the Cold War, the lecture explores how the Council of Europe can once again provide a unique platform for dialogue, cooperation, and strengthening democratic values across the continent.
